A Good Conscience Is Not An Offense To God or To Man
Acts 24:16. The Bible says that nothing is good unless it come from God (Luke 19:18, "And Jesus said unto him, Why callest thou me good? none is good, save one, that is, God."). From God's perspective a conscience can only be good if it is based on God's standards. In order for a conscience to be good it must not be an offence toward God or toward men (Acts 24:16, "And herein do I exercise myself, to have always a conscience void of offence toward God, and toward men").

A Good Conscience Comes From Love and Faith
1 Timothy 1:5. Ideally, for a person's conscience to be good it needs to be based on faith and love. If you have faith in God, then His Truth and commandments (standards), the gospel of Jesus Christ, will be written in your heart (1 Timothy 1:5, "Now the end of the commandment is charity (love) out of a pure heart, and of a good conscience, and of faith unfeigned:"). The first and second commandment of Jesus Christ is to love God, and to love your neighbor as yourself (Mark 12:30-31, "And thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind, and with all thy strength: this is the first commandment. And the second is like, namely this, Thou shalt love thy neighbour as thyself. There is none other commandment greater than these."). From God's perspective His standards of faith and love is the basis for a good conscience.

A Good Conscience Must Be Lived
Acts 23:1. It is correct to say that someone is in good conscience if they live up to their conscience's standards. Paul said that he was in good conscience even before he became a Christian believer. (Acts 23:1, "And Paul, earnestly beholding the council, said, Men and brethren, I have lived in all good conscience before God until this day."). Paul said he was in good conscience even when he persecuted Christians. He said this because he followed his conscience diligently. When his conscience was raised up to a new level by the revelation of Jesus Christ, he continued in good conscience by following diligently the standards of his new conscience.
Acting on your conscience is a good thing, but this can have bad consequences if your conscience does not measure up to God's standards. From God's perspective your conscience is good when your conscience is led by His standard and you diligently live by His standards.
