Does everyone have a conscience?

Romans 2:14. The short answer is yes, everyone has a conscience. The Bible is full of examples of people having a conscience. The question is what standard do people follow with their conscience. For Christians, their conscience is based on God standards. As Christians mature their conscience is continually raised as they take more and more of God's Word into their heart.

The Bible also tells us that non-Christians have a conscience. The story of Jesus and the adulteress illustrates how the Jews in the New Testament had a conscience. In this story Jesus confronted the conscience of the Jews concerning the fate of the woman caught in adultery. Jesus told them to cast a stone at the woman if they were without sin. All the Jews left because they were convicted by their conscience (John 8:8-9, "And they which heard it, being convicted by their own conscience, went out one by one, beginning at the eldest, even unto the last: and Jesus was left alone, and the woman standing in the midst.").

Even the unsaved have a conscience. What is more even the consciences of the unsaved are governed by God's standards. Romans 2:14 says, "For when the Gentiles, which have not the law, do by nature the things contained in the law, these, having not the law, are a law unto themselves:"). This makes sense in that we are all God's creatures. God gave us a conscience that includes the standards of how God desires for us to live.
